Q: A label thematic map based on the NAME field can only display when I zoom out the map to a certain scale. How can I display the label thematic map at all scales?

A: Top display, flow display, and automatic avoiding overlapped text objects are automatically set for a label thematic map. You can uncheck Text Overlapped by Text for Text Overlap Settings in the Map Properties window.
