2D & 3D Integration Geo-information Public Service Platform

1 Introduction

In order to advance informatization process of Smart City, also to meet the requirements of geo-information applications from government, putting mapping data into the unified database, setting a reasonable application mechanism, making it into applications, the city has initialized the construction of the geo-information public service platform.
 

2 Construction objectives

The project is to set complete public geo-information data architecture, forming a sharing mechanism with departments of planning, land, transportation, forestry, hydrology, civil governing, public securities, etc., finally to set geo-information based on governmental network and Internet.
 

3 Construction contents

Data library construction: investigation, collection and setting database of basic geographic, image, POI, address name, etc. Using airborne radar oblique photogrammetry technology and point cloud technology to set the 3D model of the city, integrating thematic data of planning, urban network, police surveillance, city bus network, etc., setting unified geo-spatial framework. The 2D & 3D integration geo-information public service platform includes multiple formats of geo-information resources like vector, image, DEM, address name, etc. as well as the thematic data resources of all the industries. It also publishes independent framework data service for vector data and image data; external service of address matching service for address name data; thematic data service for the thematic data. 
Software platform architecture construction: the platform mainly includes map viewing, resource viewing, application development, sharing exchange, service management, maintenance management, data management and unified portal hall, and constructed and realized geo-information sharing architecture of center + distribution
 
 

4 System architecture

The platform is comprised by data layer, service layer, system layer, application layer, the architecture is shown as below.

5 Construction results

According to the construction standard and requirement of the national administration of surveying, mapping and geoinformation, the project finished 1 library+1 platform +3 application demos.
 
5.1 Unified standard specification
Set 13 unified standard specification documents, including data, service interface and sharing exchange policies.
 
5.2 A set of geo-information framework library
Set unified geo-information framework library, including DLG data of 675 square km in 1:500, 1:1,000 and 1:2,000, high-definition orthophoto data of 330 square km, 57,000 POI, 51,000 address names, 3D oblique photogrammetry of 76 square km, also integrated data of planning, police surveillance, city grid, bus network, etc.  
 
5.3 Unified public service platform
Set authoritative geo-information public service platform, setting sub-systems of unified portal, resource displaying, sharing exchange, data management, service management, interface development, system maintenance.
The platform also set the framework of 1 portal + N sub-systems, providing converting to library, application analysis and sharing exchange and maintenance management.

5.4 3 application demos
The planning management system, 3D aided planning approval system, mobile planning enforcement monitoring system based on the platform.

Planning management application system acquired 2D & 3D integration of SuperMap GIS, making seamless integration between 2D and 3D information, realizing integration between spatial data storage and management, integration between spatial query and analysis, which brings vivid 3D displaying effect, also can realize spatial query and analysis function like in 2D map. The system also realized 3D symbology database setting, transforming 2D point, line, polygon data into 3D model, decreasing the cost of 3D modeling, shortening the modeling span.
 

6 Conclusion

The platform can realize unified collecting, editing, maintenance and sharing publishing of the governmental share data, decreasing the repetition of data collection, database setting and application. With the services provided by the platform, departments of city management, planning, police, etc. do not need to purchase spatial data, GIS software, GIS basic software to construct business system, decreasing the investment on basic software/hardware and data. The Platform will also provide more authoritative, detailed geo-information services.
