Grid Social Service Management System

1 Introduction

In order to solve the problems of social stability and social security management, the community integrates current resources and put people, location, event, object, organization into the grid. Using grid to solve problem and advance the management in the community. Under this background, the grid social service management system has been initialized.   

2 Construction Objective

The system sets grid social service management platform covering community, county (street), village, realizing seamless, detailed service and management on people, location, event, object, organization. It provides quick and comprehensive dealing on social issues, improving level of social service management. 

3 Construction Contents

The project mainly covers the following construction contents:
1. Completed data standard, service management manual, operation management mechanism, software service access mechanism and policy construction. 
2. Purchased Operation System, database management software, basic GIS platform software (SuperMap GIS series products), etc.
3. Completed data collection of topographic amendment, geocoding collection, grid partition on 2,200 square KM. Provides data processing, people and house associating. 
4. Customized social service management system on integrated development zone, street and neighbor, including 20 sub-systems.
5. Set basic geographic database, population database, corporate database.
6. Upgraded the original geospatial information sharing service platform, docking with 96156 community service platform and public website, integrating the resources of meteorology network, constructing 9 standard sub-systems based on this social community management platform.
7. Completed Grid working manual.

4 System Architecture

The system is based on network, hardware platform, basic software platform, basing on relevant standards and information security, having the core of grid social service management information system, using government information portal, social website and various portals as service methods, using leadership, policy, operating mechanism as protection environment, the architecture of the system mainly includes access layer, business layer, service layer, data layer, platform software layer and network hardware layer. 5 Construction Results

5.1 Data results

Mainly include basic geographic database of 2,200 square KM; geocoding investigation and database setting; grid data partition and database setting; data collection on people, location, event, organization, etc. Set 344 1st degree grid, 366 2nd degree grid; 1,969 city management grids based on social grid network; 136,700 objects investigation; 110,000 building vector map; 370,000 records of population database. And associated the population and buildings; Address name database include 5,490 pieces of house number, 110,000 pieces of building and 5,100 POIs.  

5.2 Results on basic software and hardware

Basic software: operation system, database management software, SuperMap basic software platforms (SuperMap iDesktop, SuperMap iObjects, SuperMap iMobile, SuperMap iServer)
Basic hardware: database server, application server, other servers (video, mobile device for social management, anti-virus), disk array, optical fiber width, HBA card, invasion monitoring, etc.

5.3 Application system software

Construction of social management sub-system, social service sub-system, housing management sub-system, population service management sub-system, policy and regulation sub-system, text sub-system, sync working sub-system, video surveillance system, geocoding sub-system, data exchange sub-system, basic data management sub-system, social management sub-system, leadership management sub-system, city management sub-system, supervision approval sub-system, application maintenance sub-system, comprehensive evaluation sub-system, statistics analysis sub-system, event approval sub-system, digital map system, etc.

6 Conclusion

Through the integration and docking of social management system and city management system, social management platform and smart community, social management grid and city management grid, etc., the service and management of different business have been merged. Using 1 public database, 1 software platform, 1 business process, 1 management grid, 1 standard specification, 1 operation mechanism to solve the problems of lack of resource sharing, complaint of multiple departments, informatization repetition, improved the government efficiency.
