Urban Management System of Chongwen District, Beijing

As the capital of China, Beijing develops at a rapid pace, and has become the politic and economic center of China. Chongwen district is one of the old city districts of Beijing, which is located southeast relative to city center (Tiananmen). It spans an area of 16.46 square kilometers and its population, at present, has reached over 430,000 individuals (346,205 in 2000 Census). With the development of the city, they found it difficult to manage various components of the city, such as bridges, street bridges, underground access, parking etc. Knowing the power of GIS, they believe GIS can give them an efficient way to manage the city.

Background

A developed city must have experienced tortuous processes, from small to large, backward to advanced, industrialized to modern. Different stages of development have different contents, requirements and laws.

In the modernization of the urban development stage, the components such as bridges, street bridges, underground access, parking, information booth, etc. which do not exist in the post appear, resulting in heavy maintenance, replacement tasks. Also, because continuous urban construction and rapid population growth, the phenomena of construction disturbing, chaotic, plaque hanging advertisements, shops occupying street area, roadside garbage dumps etc. have become the main content of urban management. Chongwen district of Beijing is also facing this challenge.

Solution

The objective of the city management system is to informationize, fine, standardize, dynamicalize the municipal management. By using the modern information technology, the existing city resources can be integrated to enhance interaction between the public and the government. In the system, the public and the different department of the government can collaborate and streamline the municipal management. The urban management system of Chongwen district is also known as city grid management.

The district is divided into 10,000 square-meter unit grid, each grid has a unique code, and the coding is done based on a series of specified standards. The unit grid is defined as a polygon with clear boundary, and with the area of about 10,000 square meters. The component of the city refers to roads, bridges, water, electricity, gas, heat utilities, municipal parks, greenbelt, and recreation facilities etc., which are the main urban management components in the public area on the ground.

 

In the system, the district area of 25.38 square kilometers is divided into 1593 grid cells, based on the geocoding technology; nearly 20,000 components can be positioned in the GRID map. By using the mobile phone for information acquisition, real-time scene of on-site information can be collected and transmitted.

The government set up a team of the urban management supervisors, each supervisor is responsible for conduct real-time monitoring of a number of grid areas. After the problem was detected, it will be reported to city management monitoring center by PDA, then monitoring center will based the question to arrange and assign the task to concerned department to solve the problems as quickly as possible. By using grid management, the high precision, flexible, high efficiency, the whole time, full coverage urban management is implemented in Chongwen District.

Result

By adopting the grid management system, detection rate of urban management issues has been increased from 30% to 90%, and the processing time reduced from previous one week to 12 hours now. In the past, only approximately 4600 issues can be processed every year, now 18,000 events can be solved in 8months, the management efficiency increases five times.

The citizens feel great about the municipal management, as many years unsolved problems have been solved, they can get quick response from government even little affairs, and their complaints now can be given much attention. The people are more supportive, and the benign interaction between the government and the public laid a solid foundation for building a harmonious society.
