The rapid development of Jinan and also the network technology result in the increasing requirements for spatial information services of the citizens, measures should be taken to solve the problems of massive data management, public query requirements, intelligentizing etc. during the process of city building. Jinan Public Map Service Portal was built in 2002, it takes advantage of basic geographic information, provides the citizen with the geographic information services. The system is called transiting the Spring City

System Implementation

1. B/S mixed with C/S Structure

On server side, C/S structure is adopted, and the website is developed with COM components, integrated with large-scale database to build complex business system; On client side, B/S structure is used, and the client side is developed with html and ASP technology, so that the users can visit the system cross-platform. This structure takes full advantage of both the merits of the two types of structures, meanwhile avoids the demerits.

2. Spatial Database Building

In GIS application, spatial data and the attribute data are managed by database. Compared with traditional file manner, spatial database technology is more qualified; it has many good features, including massive data management ability, integrated storage of graphics and attribute data, multi-user parallel access (read and write), comprehensive access permission control and data security mechanism etc. The system chooses SQL Server to build spatial database.

3. Visible Edit classification

Collect the placename information in 1:500, 1:10000 and 1: 50000 city relief maps to build place name library. Visible edit classification program is written to build classified placename database according to entity encoding and place name database.

4. Server-side maintenance program

Server-side maintenance program is written to implement dynamic update and maintenance of the data. This program can implement the functions of adding, deleting, modifying and editing points, and the modification of classification code. It can process the data for organization labeling, adjacent street query, cluster query, and it can also manage and process the data for the website.

5. Component GIS Development

Component GIS development needs no special GIS development language, the developer just need to implement GIS functions using the standard developing interfaces, which is easy and of high expansibility.

GIS component is one of the core components of network map service, all the map operations and spatial query, spatial data management are implemented with this component, GIS component can make use of map engines which support COM programming, such as SuperMap Objects.

System Functionalities

1. Spatial information services

The main services includes: basic map browse operations, integration information, public transportation information, thematic information, district and county digital maps. Ten thematic modules are provided: Spring city map, Public transportation and traffic, Spring city overlook, Thematic services, Hotel and restaurant, Shopping center, Entertainment, Famous springs, Enterprises, Spring city travelling, counties and districts.

Spring city map: provides the public map browse, information query information, including integration information browse, nearest facility query, data service, organization labeling, adjacent street query, cluster organization query, etc.

Public transportation and traffic: includes traffic information browse, query, analysis functions. It is easy to operate, and provides the users comprehensive traffic services. There are bus route query, bus transfer, path analysis, traffic service crossroads guide.

Spring city overlook: Give the users the general picture of Jinan using the remote sensing images.

Thematic services: Provides government department, traffic management, police and fire fighting, Industry/commerce and tax, post and communication, medical treatment and health, culture and education, real estate, bank and finance, pubic toilet thematic functions. Different browse and query manners are adopted according to different thematic information.

Hotel and restaurant: hotel and restaurant query services for travelers and people on business.

Shopping center: shopping information, including different types of shopping places, related shopping information.

Entertainment: amusement and entertainment places information.

Famous springs: Jinan is known as the Spring City because of the large number of springs in the city. This thematic pan introduces the Famous Springs and top 10 springs. Each spring is introduced in a single page with a number of beautiful pictures and rich descriptions.

Enterprises: Provides enterprise information services and all the enterprise information can be searched by client side.

Counties and districts: Introduces 6 districts and 4 counties in Jinan.

2. General information services

General information of the website includes map index, information browse, query, user sign up information, message management etc.

3. Management and maintenance

Background management of website consists of news adding, bulletin management, message management, membership validation, membership management, placename library management, user management, famous spring recommendation management, enterprise information management, log view, access amount statistic, password modification, exit management.

Data maintenance is designed different function modules, each module implements one type of data maintenance function. The data maintenance functions include maintenance and update of place name library data, adding and deleting of place name data, adding organization labels, building topology between place name and street, modifying building information.
