Chongqing Comprehensive System Improves Government Efficiency

Chongqing geographic information center, along with SuperMap Group, constructed public information resource sharing platform under the framework ‘3+1+X’, basing on digital Chongqing, and Chongqing first geographic survey. The platform integrates public resources and sharing platform.

According to the latest information released by Chongqing geographic center, since January, 2017, the platform has accessed 31 city departments, completed over 50 million data sharing. The platform makes more transfers of data, improving the efficiency of government.

The platform is integrated in the ‘3+1+X’ framework, which has the function of information sharing/exchange and application integration. The platform has access to ‘enterprise information database’ and ‘geographic spatial information database’ and 31 city departments to realize sharing, exchanging and integrating applications.

1. Vector map is most popular big data
In Chongqing geographic information center, the data stream can be viewed on screen, and which departments are using data and uploading data can also be known. The data in platform most used are: Chongqing vector map, Chinese enterprises, Chongqing image labeling, Chongqing image, foreign enterprises, government departments, organizations.

The most active departments are: city planning, city transportation, city environmental protection, city land management bureau, city development & reform committee, city garden bureau, city hydrology bureau, city earthquake bureau, etc.

2. Over 50 million data sharing, few seconds to query information 

Up to April, the platform has accessed 1,063 kinds of information resource; data exchange over 50 million and provide application services for city departments through standard interfaces. 

In fact, big data is popular, there are over 13 million times used by different departments covering credit system construction, market credit monitoring, enterprises database, tax information exchanges, etc.

The exchange of big data advances the improvement on government efficiency. Enterprise information exchange, the platform has approved over 4 million enterprise credit records related data sharing, with 10,000 records adding each day.

3. Convenience for enterprise and people

3.1. Enterprise credit information collection

Before: multiple departments docking, materials collection, post-process after collection and then upload enterprise information to public system.

Now: upload data interface. 

For example, without the platform, if the industries and commerce want to collect more enterprise credit information, they need to dock with multiple departments, coordinating sharing materials, then uploading to enterprise information public system. Nowadays, just upload the data into the platform, without the restrictions of time and space, the efficiency has been improved. 

3.2. Housing fund application

Before: acquiring information from departments of civil department, police, human social security, land administration, etc.

Now: Collect information by one button which is an effective method to prevent applicants forging.

Nowadays, the platform has collaboration with Chongqing housing fund center, setting housing fund application information sharing. In the past, it needs to check if the application meet the requirements, also needs to know the marital status, census register, insurance, real estate, etc. which involves multiple departments with civil department, police, human resources, land management, etc. Once there is no internet connection, the situations of ‘applicants forging’ are very easy to happen. After data sharing, it can access all the data to know the information.

3.3. Open to public

Currently, the platform is open to government. In the future, it will be open to the public. The platform will advance the service mode of government, the various public information will be more transparent.
