The CAAC's Action Outline (2020–2035) explicitly sets the goal of building "safe, green, smart, and human-centered" airports. As critical transportation hubs, airports face severe constraints in emergency response efficiency if their mechanisms lag or command decisions lack data support, which will threaten passenger safety, cause economic losses, and trigger broader societal impacts.
Leveraging the SuperMap GIS platform, SuperMap has developed an Emergency Rescue Management System (hereafter "the System"). The system integrates spatial data management, map services, spatial analysis, and 3D visualization. It enables end-to-end emergency management:

The System comprises desktop applications and mobile apps, serving Airport Emergency Command Centers, Fire Dispatch Centers, and rescue units.
1. System Functions: Intelligent Emergency Response, Multi-Dimensional Awareness
1) Daily Management
The system digitizes non-emergency operations. It manages emergency supplies, equipment, personnel, and case histories—to build a unified information platform. Through digitization, it enables rapid data retr-ieva1, smart analytics, and multi-dimensional reporting, resolving inefficiencies of paper-based systems.
2) Emergency Knowledge Base
SuperMap integrates contingency plans, protocols, and regulations. The system uses NLP to parse user queries (voice/text) and deliver precise knowledge cards, procedures, or regulatory clauses.
3) Plan Management
The system provides daily maintenance support for emergency response plans, offering functions for plan formulation, process configuration, and checklist development.
Through graphical tools, it enables visual configuration and optimization of emergency procedures, clearly defining departmental responsibilities and response steps to ensure standardized and efficient response workflows.
4) Training Management
The system enhances response capabilities of personnels through structured training cycles: plan design, resource allocation, execution tracking, and effectiveness eva-luation.
5) Simulation Drills
Through modular scenario building, the system enables full-process dynamic simulation of emergencies. It supports multi-dimensional situation mapping and real-time adjustments, quantitatively eva-luating response timeliness, plan suitability, and coordination efficiency.
Simultaneously, the system employs an integrated physical-virtual drill mode. Combined with intelligent assessment algorithms, it generates quantitative analysis reports to provide data support for emergency capability building, thereby effectively improving the practical emergency response capabilities of all units.

6) Duty Management
It uses speech recognition to extract critical details (event type, location, affected parties) from calls or radio reports, and auto-links incidents to relevant contingency plans, accelerating response activation.

7) Emergency Command
During crises, the system helps with command through visual dashboards with instant messaging and live video feeds for multi-department coordination, ensuring plan execution aligns with protocols.

8) Rescue Assessment
The system also provides functionality to assesses response processes, equipment utilization, and team collaboration. It generates improvement recommendations to refine the emergency framework.

9) Mobile App
Enables field personnel to report incidents, receive tasks, access knowledge bases and join training via real-time communication tools and other applications.

It integrates personnel, supplies, equipment, and data into a closed-loop management cycle which consists of alert, response, resolution and recovery. Through instant communication and shared platforms, it ensures multi-agency synergy.

Combining IoT, AI, and big data, the system monitors facilities, equipment, and environment. It detects anomalies automatically and triggers early warnings for potential risks.

It applies spatial analysis (network/buffer/viewshed analysis) to plot optimal rescue routes and locate nearby resources. Combining real-time data with AI, it provides scientific command decisions to ensure rapid and accurate rescue operations.
6) Immersive Drills & Retrospective Analysis
The system utilizes 3D scenes and electronic sand table technology to accurately recreate airport environments. It provides model components such as vehicles, aircraft, and personnel, along with user-friendly operation functions for rescue path planning. This enables immersive simulation drills for emergency rescue procedures, thereby enhancing staff emergency response capabilities.
Simultaneously, through the electronic sand table and simulation eva-luation module, the system supports comprehensive process reconstruction and two-phase analysis (retrospective review and post-drill eva-luation) of rescue operations. This facilitates the identification of shortcomings in emergency plans and the optimization of response measures.
Currently, SuperMap's Emergency Rescue Management System has already been deployed at multiple airports in China like the Shenzhen Bao'an International Airport and Changsha Huanghua International Airport. It delivers full-cycle emergency management—from prevention to response and review.
